I have tried everything, v sync on and off and adaptive, but they do not seem to solve the issue of screen tearing and stuttering in games such as fallout new vegas. Its like this video but to a lesser extent. Any solutions?

It is playable I probably just have sensitive eyes and would greatly appreciate if you could help. Hopefully I dont have to buy a g-sync monitor or get a new motherboard or replace card. Just recently built a new pc.
