Stuttering and screen tearing

I have tried everything, v sync on and off and adaptive, but they do not seem to solve the issue of screen tearing and stuttering in games such as fallout new vegas. Its like this video but to a lesser extent. Any solutions?

It is playable I probably just have sensitive eyes and would greatly appreciate if you could help. Hopefully I dont have to buy a g-sync monitor or get a new motherboard or replace card. Just recently built a new pc.
 
Your 980 is putting out more frames than your monitor can display. V-sync doesn't fix this as the rate of monitor and rate of gpu output do not sync. A G-sync monitor will fix this issue; locking the frame rate at the refresh rate of your monitor and putting V-sync on would also be a possible solution.
