Stuttering in a lot of games

Hello,i hvae noticed that in a lot of games (not all) the game will freeze for half a second (sometimes longer) at very random times then continue normally, even after getting a new graphics card it still happens, so im a little lost here

r9 280
i5 4590
8gb ram

Monitor your CPU usage and GPU usage during these times, and analyze if any cores of the CPU are at 100% during these delays. You might have to run the game in windowed mode to see your monitoring program simultaneously.

I have noticed that when these delays happen in battlefield 4, i get cpu spikes (saw this by using the ingame graph), what could this mean?

It means the processor is handling too much date for it to manage in so much time, and is therefore causing major frame rate drops. But it doesn't make too much sense because an I5-4590 should handle BF4 fine. I would close any background programs while gaming.
