Question Stuttering in all games except Warzone ?

I am encountering micro stutters randomly in CS GO , and other games installed by Steam , I tried to lower the resolution to 720P and the graphics settings to low , but the problem persists , i have checked my GPU and CPU , there is no heating on my GPU and CPU (66 - 74) and no bottleneck CPU ( CPU 100% ) I also noticed that when game is stuttering I have a massive drop in GPU usage ( from 95% to 45% ) .. but when I play Warzone there are no problems.

Here is my configuration of my PC:
WINDOWS 10 HOME installed on SSD
GPU: AMD Radeon RX 5500 (Driver Version: Adrenalin-Edition 22.7.1).
CPU: AMD Ryzen 5 4600G with Radeon Graphics (6 Cores/12 Threads).
RAM: 16GB 3200MHZ
PSU : HP 400 watts 80 gold

ALL MY DRIVERS IS UPDATED

I dont have cpu at 100% , its' beteween 40 and 60 %

capacity of my SSD is 115 GB
space used: 89.6 GB
Free space: 23.1 GB
