Question Stuttering in almost all games.

I have tried csgo, dota, gta 5, dark souls 3. These seem to happen a lot more when my gpu usage is high. The stutters are completely random (happen all the time in csgo aka high fps) and they send the frametimes down to about 15-20 fps. The pc is new, I made it myself about 3-4 days ago(except the gtx 750 I bought it used 1 year ago from aliexpress). It was perfect for the first couple of days but the problem started after that. I have reinstalled windows 1809 multiple times and tried 1709 but it was the same. I have also tried both the nvidia drivers 430.64 and 417. Any help would be appreciated. Thanks.
Specs- ryzen 1200
asrock a320m-hdv
Asus gxt 750 1gb(all games played at 720p so vram wasn't an issue)
2x4 (1 crucial 1 adata both 2400)
kingston a400 480gb ssd.
edit: The temperatures are perfectly fine. The gpu does go up to 68c at max usage though.

1. What is your PSU? maybe the PSU can't the gtx 750.
2. Or maybe the gtx750 is going to die.

So you may try the GPU in other PC like your friend pc, or try other PSU if you have an extra one.
