Stuttering in computer processes every 2-3 seconds

This started yesterday when I plugged in a new Razer deathadder elite mouse I received as a gift. I opened a youtube video and started doing work on my second monitor but whenever I continuously moved the mouse pointer both the video and the cursor froze momentarily and then jumped ahead to where they should've been. I have contacted both Razer and Microsoft support over this and they just had me uninstall and reinstall drivers about 100 times to no avail. I suspect it's not a problem with the mouse because it worked perfectly when I used it on another machine and now it's starting to stutter when I type quickly. I rebuilt my PC about a month ago (new mobo, gpu, cpu, RAM) so I fear that this could be a problem appearing from that but I'm unsure how to solve it or why it would be appearing now rather than right after the build. Any suggestions are much appreciated!
Update: All processes are stuttering without my interaction in the same time frame. I suspect I only noticed it in the mouse, videos and typing because I could see the visual lag.

AMD ryzen 5 1600 cpu
16 GB RAM
XFX RX 580 gpu
dual monitors, one connected via HDMI and the other with a VGA to display port adapter

I have HWMonitor but I'm pretty inexperienced with it, as I only used it when I rebuilt my pc to see if the fans were substantially cooling the system. What in particular should I be looking for?
 


You want to see if anything (CPU / GPU / RAM) is spiking in temp or load when these stutters happen - that way we can isolate the issue first
 
I've been watching the values after resetting the min/max columns and the temp is staying the same universally, but processor utilization was varying slightly without me doing anything. I imagine there is a normal amount of variance in the values because there is never truly nothing happening. The value is commonly at 1-5% for the processor but jumps between 0-20% for a couple specific cpu's regularly. Some of the cpu's have a high max value (70-90%) despite them showing little to no utilization while I've been monitoring them.

 

And just in case the temp is the problem, it is sitting at 32C and 43C for my cpu and gpu respectively

What kind of Hard drive is your OS running off? What kind of Hdrive is your work/editing software and content on?

At this point I would try a few things to narrow down what hardware is causing the issue.
-Try a single RAM stick
-Swap out GPU then CPU to see if you can isolate the problem. Can you get a compatible CPU or GPU from a friend?
 
About an hour after replying to your last response my computer just started to work perfectly and I have no idea why. It was after I had logged back into my microsoft account and started redownloading apps lost in the windows install. I don't have any more of the stuttering in the mouse pointer or in video and now on HWMonitor the values aren't changing drastically when I'm monitoring them. So strange. I sincerely appreciate your help and I guess this can be considered solved now
