Hello, my friend has a big problem with his PC. He has stuttering in every single game he plays. The only thing that reduce the stuttering is turning on the V-Sync. I looked up on internet multiple times and never found a clear answer to the problem or even just a fix. He sent back his PC where he bought to have it check by a technician since he have a warranty. But they said that the PC was fine and that there was no problem at all. To explain what it does in-game, the game freezes for a second or two every 15 to 30 seconds. We took a look at the temperature while in game and everything was fine. I actually have no idea what the problem is and i'm kinda pissed of because it makes it unplayable for the 3/4 of the game. So I can't play the game I want with him. If anyone had an issue like that before and eventually found a fix, it would be nice to share it with me.

Solution
What might be happening every 15 to 30 seconds?
Look at task manager resource monitor to see what might be going on then.

With a regular frequency, there may be malware that is reporting.
It could be an app that is checking for updates.
Email doing a send/receive.
Discord or chrome apps are sometimes the cause.

Ultimately stuttering is because there is an unavailable resource.
Usually cpu.
But it could also be access to a drive.
Run Hwmonitor.
It will tell you the current, min and max temperatures.
You are looking for a high number around 95c which is where ryzen may throttle.
75c. at idle is indicative of a cpu cooling issue.

What is the cooler.
What is the make/model of the case and fan arrangement.

Check resource monitor ram tab for the presence of hard faults.
Any number over zero is a hard fault that delays cpu processing until it is resolved.

The design of the build was less than competent.
ryzen needs fast ram to get full cpu performance.
A single stick is very limiting. So is only 3200 speed.
