Hey guys, so 2 days ago I was playing normally expected frame rates that I have been getting ever since I bought the PC. After gaming I Shutdown my PC and went to bed. Next day I turn it back on load up Call of duty: WW2 and I get lower frame rates and stutter shown in this video:

I have troubleshooted everything I could think of for example, clean install of windows, drivers, re-seating the gpu, re applying thermal compound to the cpu and gpu, making sure the game is on an different SSD/HDD ect
The weird thing is, the lower the settings the more abrupt the stuttering is...
None of the hardware is OC now as I put everything back to factory settings, CPU is running between 30c(idle)- 55c(gaming) and GPU 40c(idle) - 60c(gaming).

Might just be that my GPU has gone bad somehow but all I did was shutdown my PC like I do every night and this one time this happens.
