Question Stuttering in games not caused by GPU.

Hi all. I built a PC a few months back and have been trying to figure out what's causing my stuttering when loading new data when playing games. For instance if I open up a menu for the first time in that gaming session I will stutter or if a new player joins my party in WoW dungeons and raids I will stutter. I've reset the PC multiple times as well as tried several different BIOS updates. The only piece of hardware I've ruled out is my GPU because I still had the same issue when I took it out and ran with integrated graphics. I will have to buy new pieces and test them out one at a time as I live in a small town with no PC repair shops. What part is most likely to be the culprit and I will focus on replacing that first. BIOS version for your motherboard? Have you tried using DDU, to remove your GPU drivers then manually reinstalling your driver with the latest drivers sourced from Nvidia's support site?
My BIOS is 3.01 and I have not tried that but I have completely reinstalled windows. Would i need to use DDU even after doing that?
