Question Stuttering in games when playing online.

So i have this stutters ingame (csgo,lol,valorant). I tried everything, and concluded that it has to do with my internet. I have tried csgo offline with steam and i didn't get any stutters at all.
Does anyone have any suggestions?

CPU Usage 20-40% , CPU Temp 60°C
VRAM Usage 1300MB, Vram Clock 2000 Mhz
