Stuttering in games

Two months ago I bought a EVGA GeForce GTX 1070 SC GAMING ACX 3.0 Black Edition. The card is really good but when I play a game like for example GTA 5 on high settings the fps is goes from 80 to 60 in a second and this lags my game. Its sometimes makes the game unplayable cause it keeps stuttering. I just want to know if this is normal.
 
Solution
If it's only jumping between 80 and 60 try turning on v-sync or using rivatuner to limit your frame rate unless you have a high refresh rate monitor this will not make a big difference a locked 60 is better than it going all over the place.

Cpu cooler: Cooler Master Hyper 212 EVO - CPU Cooler with 120mm PWM Fan
