Question stuttering in games

Hello everyone lately ive been experiencing some major stutters while playing games like rdr2 or even league of legends. it never happend before it started like 2 days ago until now and i cant seem to fix the problem i tried to reinstall gpu drivers i scanned for any viruses with windows defender and hitmanpro and it all came back clear i checked out the game files too maybe something corrupt but no, all came back fine and in terms of temps they all look ok so im posting this for hope of some help because its actually really bad.

mb:maximus xi gene
gpu:asus rtx 2080
mem:32 gb 2666hz
storage:1tb ssd 1tb hdd
