Stuttering in GTAV

I have just built my new gaming pc and my specs are GTX 1060 6gb 4gb ram, 1TB hard drive with an intel core i3 locked cpu.

I can run gta with very high graphics and get 60fps minimum when I am stationary however as soon as I start moving in game drops frames instantly and then shoots back up causing a stutter like affect. I have tried lowering my settings to minimum to see if it still happens and it still does. I’m not sure what could be causing the issue however I do feel that maybe upgrading the ram could help me in my situation. Does anyone have any suggestions?

Well your CPU is going to throttle your GPU. That's a given. Have you updated your drivers in Geforce Experience? What's running the background while playing GTA? I'd recommend for sure AT LEAST having 8GB Ram to make GTA run smoother. I have 16GB in my gaming build, and it hovers around 8.1GB usage for my settings.
