Stuttering in Windows (in/out of games)

Hey guys, this is my first Toms Hardware post but the forums have served me well in the past <3.
Recently i built my first ever computer. The specs are as follows:

- ASRock Extreme4 z97,
- Intel i5-4690K,
- G.SKILL Ripjaws X 16GB 2133MHz CAS9,
- EVGA GTX 780 3GB,
- Seasonic Platinum 1000W,
- WD 1TB HDDs x2,
- Samsung EVO 120GB SSD.

First of all, my problem:
I am seeing stuttering whilst viewing Youtube videos, Twitch, DX11/DX9 Games, Minecraft, Windows, scrolling in Chrome.

Things you may want to know:
- I have my C: installed onto my SSD, with my games installed on my first HDD, and my Libraries (My Documents, etc) installed on my second HDD,
- I have not had any crashes, and my boot time is less than 20 seconds,
- My FPS in games seem normal,
- My GPU is overclocked to speeds which seem normal compared to others' OCs,
- My CPU is OC'd to 4.3 GHz,
- My temps are always good, GPU=22c and CPU=25 whilst writing this,
- I am using dual 60Hz monitors,
- I have rendered a video and sent it to a friend who can confirm that he too can see the stuttering,
- In certain games, the stuttering is barely noticeable. CSGO is a good example of this,
- All drivers, including Flash, are up to date,
- I have run memtest with no errors,

These are the things which I have tried, in hope of fixing the problem:
- Changed from Windows 7 to 8.1 and tried gaming before reinstalling all of my software (This reduced stuttering a little),
- Watched videos using the Intel HD 4600 drivers (Did not help),
- Removed the GPU and CPU overclocks (Did not help),
- Adjusted NVIDIA control panel settings (Did not help),
- Used Opera to test that Chrome was not a problem (Did not help),
- Updated BIOS,
- Clocked my RAM back to 1600,
- Unparked my CPU cores,
- Disabled C States,
- Disabled HPET,
- Core Voltage OVERRIDE,
- Launched games from SSD (it's 100% not HDD/SSD Stutter),
- Replaced CPU and MOBO (CPU FIXED IT, SEE UPDATE BELOW)

UPDATE!: I replaced my CPU and this fixed the problem temporarily. 6 months later, i replaced my Motherboard and the problem is FINALLY fixed.

As for it being a RAM problem, what do you suggest?

 


It wouldn't be a RAM problem because your games are going fine. Usually if games are fine everything else should be fine but it seems different in your case....
 


Yes, that is the case, everything is running fine...
My friend told me that there may be a problem with 2133mHz ram with this MOBO, so i will underclock it to 1600 and see what happens. Gonna try that now.
 


Just tried using the Intel drivers with Firefox. Still getting stuttering.
I played Battlefield 3 earlier, and there was no stutter, yet Metro Last Light gave me bad stutter.

I will run memtest now.

The UEFI seems stuttery too.
Tomorrow I plan to remove my GPU, Take out one stick of ram, format my SSD, and reinstall windows 8.1.
If there is still a problem, then it must be a CPU/mobo/psu problem.

I will post my results.
