stuttering ingame due to cpu throttling...help please!

i have a win 10 laptop with intel i3-4030U cpu @ 1.90 GHz. my game started to stutter a few weeks back. i thought it was my internet or graphics problem but even after trying so many things and running on full performance mode nothing got fixed. yesterday i monitored cpu frequency percentage ingame and it was constantly dropping from 100% to 60....30...20...and back to 100 which is causing the stuttering. its extremely annoying. can i fix it?

This is actually considered bottlenecking, and to my belief, there's not much you can do about it except upgrade the CPU. When it hits 100 percent thats when the bottleneck happens, your CPU is trying to make calls the game demands from it but puts stress on the CPU. It does not always have to just be your system though, as some games are poorly optimized for certain types of processors, even though yours is a fairly somewhat new processor. Forgive any inaccuracies I may have posted. May I ask which game you are trying to play?

also my game runs fine for a couple of mins before this starts to happen. maybe once it starts to heat or something

Interesting, even though you have a somewhat weak processor in terms of clock speeds, CS:GO ran almost flawlessly on my old core 2 duo 2.0 GHz, but that was paired with a 512 MB card (OLD 9700 GTS). Have you checked your temps when this happens? Overheating can lead to serious performance drops, as I have encountered this problem before. If it is overheating, try compressed air (dust cleaner) on all the vents your laptop is pushing heat out from.

Also make sure you dont have any heavy backround programs running, such as anti-virus or web browsers, even if you thinnk the browsers are closed, I know chrome likes to still run when I close it at certain times.

i don't have much running in background as i disabled everything i don't use so i am always on full performance mode. i also have a Nvidia 830 GPU in this with 2GB dedicated memory(i forgot to mention before).
and yes it does heats. the laptop also closed several times before due to overheating and reaching 100 degree C. is this the heating which is causing those cpu drops?
