So recently i completely rebuilt my entire pc, new motherboard, new cpu, new gpu, new ram and new storage.
So this is the current build:

AMD Ryzen 5 5500
MSI B450M-A PRO MAX
Corsair Vengeance RGB RS 16 Gb DDR4 3200 MHz CL16
Sapphire PULSE Radeon RX 6600 8GB
Crucial P3 1Tb Gen3 NVMe

The only parts i reused are the psu (EVGA 600w 80+ white) case and fans.
only one stick of ram i know your supposed to use 2 thought i ordered 2x8 that was my mistake.
anyway i only got does new parts cause my old one wasn't able to play starfield and hogwarts legacy, the problem is even this new pc can't play them without stuttering like crazy, starfield is the worst one the sound is buggy sometimes there is no sound for like 1 min, frame skipping and every now and then it freezes for like a sec gets worst when i open the quick menu and inventory thing is the gpu and cpu usage are not even maxed or hot both around 70 celcius, and yes i did played around with the settings nothing changes
I thought about buying another stick of ram but i wanna be sure before i buy
what's your opinion?

You could get a new PSU as your old one isn't high quality, but it's not your current issue.

Having 2 sticks of RAM is really important for gaming as it gives you dual channel (as long as you use the correct memory slots), this allows for much faster access to the memory. Ideally, you would buy a new kit of 2 sticks so that you know they are a matched set, but if you can get another identical to your current one it should be fine. The other thing is to enable XMP in the BIOS to run the RAM at it's rated speed.

Ok ill do that also is it weird that XMP turned off by its self cuz when i got the parts i enabled it, but i just checked and it was turned off ?

The one you have is a suitable wattage, however they are not good quality units. If you have plans to update the graphics card within the next year or so, get a wattage with that update in mind. Even if you wanted to stay on the budget end with the current hardware there are some better options up the Thermaltake line, and a Zalman that is better quality and still somewhat inexpensive. If you aren't going to change anything aside from matched RAM, there is little point in going out and spending $100+ for some super quality unit. I am sure that would be at or around a quarter of total build price at that point.

edit- something else to consider here is what type of monitor/cable/sync type you are on. That graphics card should do well with a Freesync monitor. This is more an afterthought. Get the matching RAM first, then see how perf is.
 
Stuttering is the temporary lack of a critical resource,
In your case, cpu.
Ryzen is very dependent on fast ram for good performance.
Running in single thread mode is not the best.
Replace(do not try to add) your ram with a 32gb 2 stick kit that is explicitly supported by your cpu/motherboard combo.
3600 speed should not be much more expensive.
It seems that hogwarts is one of the few games that may need more than 16gb ro run well.

soo yeah your supposed to install starfield on an ssd i made the mistake of installing it on an hdd now that i corrected my mistake it plays like it should except for hogwarts legacy that 32 g of ram requirement might be the reason why also i will not change my ram for a 3600mhz i already ordered a second stick like the one i already have.
