Stuttering/mouse lag with every game.

Hi guys. Just built a new PC and I keep seeing stuttering in every game I have played.

In Dota 2 with V-sync on my character will do a slight jitter as he moves. FPS is fine.

In Blood Dragon V-sync causes the fps to be lower but still mouse is stuttering. V-sync off has improved frame rates but increases stuttering.

In Witcher 2 V sync on is smoother but still stutters and with V sync off it is more jittery and stuttery.

I don't know what it could be. Frame rates are smooth and I can tell they are it's not like the fps is dropping. On Blood Dragon the fps is consistent its just when I move my character his gun will constantly move and then jump back to place presenting jitter.

Could it be a problem with my monitor or mouse? Not using a mousepad atm as I don't have one.

Please help guys.

It's possible that it isn't the mouse pad issue. If your hero on Dota2 is stuttering (nothing to do with the mouse) then it could be something else. I had this issue when my connection was poor/ dropped. Is this the problem in your case?

Solution
If it is a wireless mouse then its most likely connection. Could still be connection problem if its wired anyways but, i don't trust wireless mice as they tend to be cheap compared to most wired gaming mice.
 
Wireless usually have latency issues (lag).
But the description of the problem is rather vague, so its hard to know if its a GPU problem (driver, overheating) or if it is actually a mice related issue.

Monitors are almost never the problem (its hard to get a monitor with high input lag, mostly its under the human perception, wich is 140ms for combat plane pilots).
