Hello, as you can see in the title my pc struggles on AAA games but the weird thing is ı've seen people play those games at smooth fps similiar to my build
Here is the specs:
Gtx 1050 Ti 4gb
I3 6098P 3.6 GHZ
Corsair 8GB(1x) Ram
500 GB WD HDD
Windows 10
600W Zalman Power Supply(was built in case)
Any help would be appreciated.

That depends on the games you play. Those minor differences from those other folks CAN be significant depending on the game. I'll use GTA V for example: I already see a cpu bottleneck you're currently running with a dual core cpu; 4 core is the minimum. 8gbs ram is also bare minimum, as that game is known to use more than that. Between cpu, gpu, and ram, that's 2/3 holding you back on that game alone.
Again, it depends on the games. Some are cpu heavy, others gpu, ram hungry, or just plain poorly coded and do all of the above...

To add to Phaaze88's post (which has some great stuff in it), games that frequently hit the hard drive to load textures may stutter if run from a slow, old spinning hard drive. I don't know if 500GB drives are even made anymore so chances are good it's pretty slow.

Going from an hdd to ssd would improve load times by a few secs. For ram, in terms of speed(ex. ddr3 1600 to ddr3 1800) you'd gain a few extra fps. Capacity, say 8gb to 16 depends on the game. You didn't specify, but I'm sure some of those AAA titles are pushing more than 8 gbs and some aren't... but better to have it and not need it, than to need it and not have it.

I am so sorry for late answer but ı think ı found the core of the problem the games ran smooth for 15-30 minutes but after that stuttering appears temps stay below 65C

Did you find the solution for this ..??? I'm having the same issue here... playable for the first 5 minutes after that stuttering occurs in games like arkham knight , just cause 3 ..etc please help me
