Question Stuttering on brand new 4070 Super

Hi there, first time posting so apologises if i miss any information.

So last year i purchased a XFX merc 319 6800xt. It was nothing but a headache for a full year, driver timeouts, crashes, the works. I sent it away to be tested, and confirmed it was faulty, so i got a refund, and used said refund on a Gigabyte GeForce RTX 4070 Super windforce OC. It arrived, i installed it in my pc, my games no longer crash yet my pc still suffers from massive stutters no matter the game. It only stutters when in games, but every game i've tried with it runs, but every say, 10/15 seconds, it'll massively drop down to 10/20 fps for a split second, then bounce back up. Temps are completely normal, the 4070 hits around 66 degrees max, and the cpu around 70. I'm a little at my wits end trying to figure a solution, and its probably staring me right in the face, but any help would be appreciated, if any information is needed please let me know, thank you all.

PSU: NZXT C750 - NP-C750M-UK - 750 Watt PSU - 80+ Gold Certified
Motherboard: MSI B450 TOMAHAWK MAX Motherboard ATX
Boot drive ( SSD ): Samsung SSD 980 1TB
CPU: AMD Ryzen 7 5700X 8-Core Processor

Was Windows freshly installed on this system or carry over from another?

Can you upload cpuz screenshots of memory and spd tabs, just wanna check you have correct dimm slots populated and ram frequency.

How full is the OS drive?

Hi there, heres the information, hopefully its the correct stuff. I recently freshly installed windows but that was back when i was still troubleshooting the old AMD card, it hasn't been reinstalled since then, that was about 2 months ago. The OS drive currently has 108GB of space left on it currently. ( i couldn't find a way to properly upload my screenshots so i hope this imgur is viewable, if not let me know ) Thank you.

Memory / SSD looks normal. Hopefully trying drivinfast's suggestion works.

Okay hi there once again, i spent all of the next day reinstalling drivers and testing out games. I had originally used DDU when i got rid of my AMD gpu so i'd assume something just got messed up with installing the new Nvidia ones, as everything seems to be okay now. I still get an occasional stutter in games but thats pretty normal, games stutter sometimes after all. Thank you all for the help and being so kind and quick to assist!
