Question Stuttering on new PC build ?

Hi, I recently built a new PC (first time) and whenever I try to play a game like Fort or Val I keep getting these stutters. I believe I do not have any overheating issues and I have all bios and drivers installed and seemingly tried everything online with no success.

Specs:
Motherboard: Gigabyte A520I AC
CPU: Ryzen 5 5600
GPU: Powercolor RX 7600
RAM: Timetec Pinnacle Konduit 32GB Kit
PSU: MSI MAG A650BN 650w
SSD: Crucial P3 Plus 1TB

In a game like Fornite, according to the AMD software my CPU usage is around 30% with 60C temp and my GPU is around 14% with 47C temp. After reinstalling the AMD software it made it worse thoough.

Any advice?
 
Thanks for your message! I learnt a lot, but are you certain that turning pagefiles off is okay? Wont it cause instabilities and such
Turning off swap is 100% ok if and only if all programs you use do not consume all RAM. 32 GB is enough for most games even if you have some web browser pages open. You couldn't "go crazy" with RAM use from running lots of stuff at the same time, but if you don't need swap, then it is a bad idea to have it.
