Question Stuttering to a degree with windows hitching

So recently built myself a new computer my build is as follows

Ryzen 5 3600x
Msi gaming x trio rtx 2080
G.skill trident z neo 3600 mghz
Corsair rmx 750 watt
H100i platinum rgb se
Aorus x570 MASTER
Corsair crystal 680x
1tb samsung ssd
2tb seagate HDD
500 gig samsung SSD

In windows when opening up certain things like my steam friends list or settings tab i may get a hitch/stutter but its very minor and doesnt occur often but its enough to know windows runs inconsistent to a degree for example opening open some of windows gaming tabs it will sit for a moment for actually opening one up however thats just with those tabs or another thing ive noticed is exiting GOGs launcher or anything loaded up after the pc starts takes quite a moment before itll turn it off, just inconsistencies that i notice with windows not operating normally. It boots up pretty damn fast though, in terms of games i play a lot of WOW just got the new modern warfare as well. So for WOW when loading up the servers and pressing the button to load my character in game will stutter for a second but actual gameplay is smooth as day which is funny. Loading up modern warfare the infinity ward logo will play and about 30 seconds into the animation itll straight halt for a second and continue forward and then the ip numbers in the corner of the screen when connecting to the live service game will hitch there too once they pop up, ive noticed hitching in the actual game itself to, where itll stuttering for a quick second but its far and few between. The game runs ultra smooth so why im having this problem is beyond me. Im currently in the mission where you are trying to find "wolf" in the desert map and the game stuttered several times in that area its worth mentioning that with modern warfare the game has skipped cutscene sequences and acted pretty strange to some degree, also played pubg and that game stutters here and there but then thats pubg i dont think anyone can run that game correctly. Then i play other games like mentioned above WOW, evil within or divinity original sin all gameplay wise play straight smooth even the menus for divinity and evil within, tried the og mirrors edge too and that plays fine as day as well aside from a couple hitches but i wonder if thats due to physx being on because of how broke physx is in general. Tldr: inconsistencies are there and i cant tell if im having a hardware issue or if windows installation went wrong and itsRemoved or if im just being stupid. I see the inconsistencies though and for a high bend there should be no problem whatsoever and no stuttering.

P.S. it might be worth mentioning 2 things, 1. When i installed windows on this pc i used an old 32 and 64 bit usb dongole i bought online for windows retail a while ago and updated to current version of windows so not sure if that would of caused a problem and 2. Been having internet issues when installing modern warfare, rebooted the installation like 5 times before it actually finished so dont know if files have been corrupted or something.

Are you OC'ing any components? If so, run the system at stock and see if that helps.

Make sure all system drivers are up to date, along with a clean install of your GPU driver. It may also be worth updating your bios is you haven't already.
I have my xmp profile for my ram to run at max frequency, thats about the only OC i have going, everything else was plug and play. I find the components powerful enough already to use without needing the added benefit of ocing, as far as drivers go, ill fresh install my driver for my gpu and see what happens, windows is up to date as well, only thing i havent updated is my bios and from what i read thats pretty risky. Many people say not to do that unless its absolutely neccessary and the update offers something you ABSOLUTELY need

Know of any programs that would auto update my drivers for my pc aside from my gpu driver that i can mabually do myself?
 
I'd never suggest using 3rd party software for updating drivers. You can get all your system drivers here: https://www.aorus.com/X570-AORUS-MASTER-rev-10

Just scroll down, click on download, and get everything you need, and update them all. Lan, chipset, bluetooth etc. Make sure all of them are the latest.

Regarding the bios update. This is essential with Ryzen. And having the most up to date bios will really help with not only memory compatibility, but also ensure their are no other hardware conflicts. Although, there is an element of risk with a bios update, it's made so easy now, that it's not like difficult at all anymore. Simply download the bios, put the file on a usb. Re-boot your PC to bios, and look for the bios update section in the bios (it should be obvious). Select the file, and let the bios update. It takes all of about 5 mins.

As for what 'many people' say, as I've explained, updating Ryzen bios is essential. You will lose nothing by doing it, and potentially gain lots from it. This can include better CPU performance for your particular CPU (boost clocks hitting their rated speeds etc).

I would strongly advise you to update the bios.

It might be worth running the ram at 3200mhz speeds. Try it and see if the stuttering/glitches stop. It could be that the ram is unstable, and the bios update might fix that.

After the bios update, make sure to clear CMOS. There will be a guide in your mobo manual on how to do this. It's relatively straight forward, and is the final step after a bios update to ensure the bios takes completely. Basically the CMOS clear will wipe any remnants from the old bios settings. When you boot again afterwards, you will need to go back to bios to re-set the mem in XMP.

So I did everything as requested, about to run some testing after work tomorrow, sorry for my late response. Family gathered for turkey day and I wasn't at pc all day. I will let you know what results come to be, as far as cmos goes, my mobo booklet never advised me to do anything with the cmos or says anything of it oddly enough, the last and final instructions it said to do was to "load optimized defaults" and then save and exit the bios, put my xmp profile back on as well. Should I still reset the cmos or look into it?
