Question Stuttering when playing games when i shouldn't

PC Stutters when playing games.
99% lows drop down to around 20 fps, from 100-ish average, no thermal issues, automatic overclock applied from MSI Afterburner, but issues have been there before the overclock
CPU and GPU usage in most games is around 30-40% , when playing Borderlands 3 on max settings it hovers at around 80%
Specs are:
Palit RTX 4060 dual oc
I5 12400
32 gb RAM 3200 mhz (with xmp, 2133 mhz native speed) AMD 16 gig sticks x2 (not an issue with them running in single channel mode, only 2 slots on motherboard)
m.2 SSD (Digma Mega DGSM3512GM23T 512GB) (plugged into the second m.2 slot, but checking the manufacturer site it says both slots are gen4 pci-e, x4 PCI-E lanes)
asus b660m-k d4 motherboard
850 watt 80+ bronze PSU
 
NVIDIA drivers are up to date, BIOS drivers i don't know how to check, i got this pc this month.
Boot into BIOS and write down the version number and compare that to available firmware on your specific motherboards support page.

PC is not a prebuilt, i put it together myself.
Power supply is "Oklick GMNG 750 watt 80+ bronze" (regional Russian brand)
RAM is just AMD branded, here's a part number if you wanna search it: R9416G3206U2S-U

When you get stutters is it the whole PC or just the game application that stutters? Are you running other programs at the same time as the game?

only thing i have running that's not a game is Youtube and MSI afterburner, and it's just the game that stutters
