Stuttering with constant 60 fps

Recently i have been getting some really weird stutters in almost all games, dunno what's wrong, the fps is stable at 60, some times drops to 59 but nothing too big
specs are:- gtx 1070, i7 7700k with NZXT kraken x42 aio, 16 gb ram
any ideas?

Try downloading a program to check your frame timings and tell us your results. This one should do the trick: http://darsa.in/fpsmeter/#!download Ideally you want the time between frames to be the same. If the timings are very inconsistent, that might be your issue. It'd also be good to check your 1% lows and 0.1% lows. You say it's a constant 60, but it's good to be sure.
