Question Stuttering with Small fps drops

I've been having an issue where my games stutter when I get a small fps drop let's say I'm at 75 fps and I drop to 72 fps I will get a small stutter I tried all sorts of things like disabling the Xbox DVR, game mode, etc I've reinstalled windows 6 times now It got to the point where I just replaced all the parts in my pc including my mobo and I still get it I tested different monitors and nothing works

I have tried that I have tired unplugging the hdd and just leaving my ssd in but it doesn't work just added my 3d mark time spy score and added videos
