Hey, I have had my pc for about a little over a year now and I just started experiencing some stuttering issues. My audio would pop and my mouse would even stutter across the screen. If i restart my pc the audio problem seems to disappear, but my cursor still stutters along the desktop.

Intel Core i5-8600k coffee lake
Gigabyte z370 aorus ultra gaming lga 1151
EVGA Geforce GTX 1060 6gb
Seagate barracuda 2tb
Samsung 850 Evo 250gb ssd
cooler master hyper 212 evo
cooler master masterbox lte 5 rgb
g.skill aegis 16gb 2x8bg ddr4-2400
Corsair cx550m 550 watt 80 plus
I was recently playing For Honor and checked my GPU and CPU percent usage, and my CPU was at about 40-50% while my GPU was nearing 100% at times. Also my game says I am getting 60-70 frames but yet it feels like 30 and maybe even lower at times.
