I don't see cpu maxing out but that doesn't mean it's not core challenged though. What game is that?

Have you looked at game specific discussions? I know you said it happens in other games too but seems you like playing this one more, or it has the most evidence of stuttering.
 
This is Metro Exodus, but it happens with every game I try, even Rocket League, which certainly doesn't require very powerful hardware.
 
The SSDs are only half full, and the operating system is practically empty. However, the LatencyMon test with the highest reported DPC issue is ndis.sys - NDIS (Network Driver Interface Specification), scoring 1340.500. I would have included an image, but I don't understand how to do it. In all the other times I have taken this test, the one with the highest DPC was always the graphics driver.

Can use print screen on keyboard and edit in paint. Then upload to image service like imgur and post direct link here.

Graphics card gets it's commands from cpu, so it's more than likely it's waiting. It's probably normal to have some latency there. How much is too much I'm not sure. I should have mentioned this earlier, since Rickypicky has made a good point. Not so much for the extra cores, that would help in some demanding games sure, but more the fact that Hyperthreading, abling to compute multiple commands at once not having to wait for a single task to finish before the next one starts can really improve overall performance. People have mixed opinions about HT though. Perhaps back in the day it wasn't as advantageous but in recent times i believe it is.
 
Yeah that'll be great too. Be a huge uplift still. Just be mindful about efficiency cores with these new cpus (which you can disable if you wish in bios), depending on game if it hasn't been patched or designed to prioritise performance cores can affect performance.

If you do overhaul be sure to reinstall Windows. Plenty do the shortcut and end up here.. then we find out 🤔
 
Alright, thank you for everything. As soon as I buy the upgrades, I will test them. If it continues to stutter, it means there are issues with the graphics card.
