Stutters in games even though the framerate and frametiming seems perfect

Hello,

I've been having some stutters in some games. Games that I lock the framerate to 30 in (while having a 60hz monitor) using RivaTuner. Even though it says in RivaTuner and MSI Afterburner that it's a perfect 30 fps and perfect 33,3 ms frametimes, I still experience inconsistent stutters.
Does anyone know the cause of this?

V-sync typically fixes stutter but with a card as old as yours, it could be messing up. Also, while V-sync fixes stutter, it increases input lag and some of the effects you're experiencing...


First of all, thanks for taking the time to help me!

Would V-sync cause stutter which isn't being picked up by a framerate and/or framtime counter?

Why I would want to lock it at 30? Because I'm still using a GTX 650 TI and like to play games such as Witcher 3, which is impossible to play with a 1gb vram card. I know, I know, I should upgrade already, but am waiting for the prices for GPU's to go down (after the whole Etherium mining stuff).

I have a feeling that my 1GB framebuffer is making the games stutter. Besides that, the screen tearing I get with V-sync off isn't too terrible. After all, my weak card can't really produce many frames every second. Resulting in less screan tearing.
