Stutters in some games on windows 10,tried everything

Hi!
The games on my computer just started stuttering and i figured out that it stutters when my cpu usage is 100% but my cpu is always on 100% usage.
Specs:I5-7400,16 gb ram,1 ssd and 2 hdd,gtx 1060 itx mini oc,prime b250 plus motherboard.
What i tried:resetting bios,updating drivers,reinstalled nvidia drivers with ddu,disabled intel turbo boost in bios.

cpu temp? check for virus/malware?

Yes i did malwarebytes scan one day ago and the temps are ok they all 48-50.Do the distance cores matter?

My problem is fixed the solution was that i downloaded ultimate windows tweaker and at the privacy i ticked everything then clicked apply tweaks
