Question Stutters / Low 1% FPS ?

Ok Hi all, last shot at this after bloody months of reinstalls of windows, trying other drivers and bios stuff.
I will keep this as short as can.

PC Specs
Mobo: MSI X870E Carbon WiFi
CPU: Ryzen 9800X3D
GPU: Nvidia 4090
RAM: 64GB Kingston Fury Beast 6000mhz
Cooler: Corsair H150
PSU: 1000w (sorry, have to check model when I'm home )

I have stutters to low 1% fps in some games but not all. going from 100+fps to 30 for half a second

it is mostly only in Online games ( Sea of thieves, the latest beta of BF6, ...
In offline (Cyberpunk, last of us, Claire,... I had no problem.

What did I try ?
- I am on the latest bios
- All you can find online for your bios I have tried. from under clocking to overclocking to turning hyper v off ....
- Memory is on Expo 1
- I did the Uninstall reinstall of the network drivers
- i Reinstalled windows 100 times.
- Tried it with a blanc windows and still get the stutters
- no afterburner installed ever.

i am thinking it is a motherboard problem but not 100% sure. And before I go spend 300+ euro on a new board for maybe no reason I will ask 1 more time if anyone has any other ideas.
 
- Wired connection. I have tested on the 5Gb port as the 2,5Gb port. Same results

- Using a m.2 WD_black SN850 2 TB and a samsung 990pro.

In Sea of Thieves my cpu is around 20-25 procent usage, ram is only using around 16gb.
Temps in games is cpu between 60 -75C and the gpu is between 50 - 65.

Will post a screenshot this evening.

What is this? A USB to ethernet adapter?

Have you tried a wireless connection to compare results?

I assume you are connecting the ethernet ports on the back of the PC to a typical home router or switch (1Gbps) so that is all either of them will operate at (both the 2.5 and 5Gbps) ports.

Are you using standard Cat 5E cablings, or the flat ones?

Yes a usb to ethernet adapter. It did not do anything different, just slower ethernet.
Tried Wifi aswell. no difference.
My network in house is all cat 6, to 2.5gb switches.
Standard ones. no flat ones.

I just tried Indiana jones and it also gives some stutters but WAY less then other games (online ones).

Also tried The last of us 2 again, it gives a stutter the first time you enter zoom gun.

I suggest something radical. Remove the 4090 and use the integrated video adapter(you indeed have this) and compare the results using just it.

Just Tried this.
Ofc Framerate is dismal and Sea of thieves would not even run (driver crash)

These are the results of Diablo 4 and The outlast trials.


Almost none or any stutters ( Except when loading up the lvl) just low framerate.
