Sub-30 FPS W/970 & Witcher 3??

So ive been REALLY getting into the Witcher 3 lately and even after just upgrading to a 15 6600K @4.6, DDR4 2133 RAM (OC to 2600) and a Gaming 7 Mobo im getting under 30 FPS using my 970 in places like Novigrad. I understand that its a CPU intensive place of the game, but sub 30 FPS?! I haven't seen anyone else getting that with this CPU or GPU. Could it be my RAM? Using MSI after burner the RAM is constantly at 79XXMb of usage in game. Would putting 16Gb in lift me up to at least 40 FPS in these places? Its really becoming a pain.

turn down the a few of the settings, like godrays (I think). They're needlessly taxing on the system.

Hey. Hair works is off, always has been. I like the God rays though. Them sunsets are quite the sight. And it's fine when I'm in the country, I'm getting 70 FPS. it's just in cities I get <30 FPS

If its not some kind of leak, your ram shouldn't really be the issue. Frame drops in Novigrad is pretty normal though. There is an option to turn down the number of NPCs in highly populated places somewhere, try dropping it down to medium and see if it fixes your issue. Bump it up to high, then to ultra, compare the framerates you're getting and it will quickly be apparent.

Turn everything as low as possible. If the problem is fixed, start going up option by option until you find the one
eating up your ram and killing your frames.

Might take a few minutes but its the easiest solution by far.
