Sub par PC performance in multiple benchmarks, what can I do about it?

Hello everyone, I have been struggling with the speed of my pc for a while now. I can't seem to work out what the issue is with my computer but it seems like mine is sluggish compared to other systems of identical parts. I'm not sure what to upgrade or change to ensure my PC is running at it's peak. I have run multiple different system benchmarks and they seem to point at the speed of my RAM and the speed of my GPU being much, much slower than average. I'm not too sure how to fix any of this, and I do have money to maintain my PC, I just need to know where to put my money.

Ok your Firestrike benchmark indicates your PC is operating properly. As well from what you're saying about GTAV that sounds about right for an 8350, it really is going to hold a 1070 back. I would consider some better cooling if you don't already have it and overclock the CPU a bit, will get you some more points in firestrike and maybe stabalize you over 50fps in GTA V. There are some areas of GTA V you should be seeing well above 60, but that could also be based on your settings in game as well. Otherwise driving in city, under 60 fps is the norm with that CPU.

In short, your system is running correctly.
I would upgrade the CPU (and thus, the motherboard and RAM). And what do you mean by the speed of the gpu? The clocks? Tests where the CPU won't matter much? Or just the FPS in games/benchmarks where you might be CPU-limited, thus getting bad FPS/scores?

If you are thinking about the userbenchmark, small changes can result in it "screaming" in red at you, telling you things such as "way below expectations". And a minor change might bump you up to "expected performance".

It could of course be PSU-related as well, as already mentioned, depending on your PSU.

The FPS and benchmarks I receive in games like Battlefield 1 and GTA V seem low for the system I have. The clocks on my gpu seem to be normal but it looks like I am having some FPS drops that might be caused by the CPU not being strong enough. My PSU is an EVGA 500B Bronze power supply

Hey I'm back from my walk PerformanceTest 9.0 has completed running

I am using the EVGA 500B power supply.

Ok so a couple things, one that PSU is crap but should be just about enough for your system. If you're overclocking it is a really bad choice.

Passmark isn't really the best test and honestly your system doesn't look that far off from it. The FX-8350 can bottleneck in some games on the GTX 1070 due to the fact the individual cores are weak.

Can you run 3dMark firestrike and please post a link to the results? Based on that we can know what your gaming performance is. Also what kind of FPS are you getting in Battlefield 1 and GTA V?

Ok I just played GTA V for like 10 minutes and then i monitored the temperatures and usage with HWinfo, here is the spreadsheet on google docs, near the end of the columns it seems like the gpu is not using much power.

Really need to see fps, is it staying consistent, etc. Maybe use MSI afterburner to do that. If your GPU useage is low and CPU high its bottlenecking, which would not be surprising using an 8350 with a 1070. Looking at this even though they are both around 60% thats probably because GTA V can't (or won't) use all the cores of your CPU so the individual cores are maxing out, but overall the CPU is not.

Also need 3dMark firestrike run, link to it.

Most likely your system is perfectly fine.

During GTAV at high settings the FPS stayed below 60 for the most part, in the city it even dropped down to 48 fps when driving very fast. It averaged around 55 FPS.

Here is my Firestrike benchmark
