Sudden FPS Dips Stuttering

when i play games such as csgo or fortnite my fps drops from 300 to 200 for a second and this causes the game to lag it, happens randomly and every few seconds the fps will just go down for a moment then return to the normal 280-300 but in that second the stuttering lag is unbearable.

What I have tried:
-Changing various settings in nvidia ctrl panel.
-Putting vsync on
-uninstalling steam/csgo reinstalling
- putting a fresh install of windows 10 on my system (deleting everything)

My Rig:
CPU i5 8600k
Ram Corsair 16gb DDR4
GPU MSi Geforce 1080
PSU 650W Gold
mobo Asus prime Z370-p

My PC is only several months old. The temperatures are always below 60c while playing these games.
 
Hi, I feel your pain, i just upgraded my rig a few months ago
i7-7700K) MSI z270 gaming pro carbon
Corsair 16Gb 3200Mhz
EVGA 1000W PSU

ive also tried those steps you listed.
and i am getting the same issue with the stutter/lag. one question do you notice this when you are on you desktop screen? whenever i am moving my mouse to over to a folder or something i get the same stutter lag.

In game: should be at 60fps (Monitor is 60hz) i'll be running fortnite and i get 60fps, then after a few seconds i get the stutter/lag, occurs every 3 seconds. i am assuming this is what you are seeing?


if this issue was resolved how did you fix it?
