first: I have tried several fixes, tipps and tricks I found on the internet. I'll list them further below. As you can guess and as it is always, none of them worked.
Yesterday, suddenly, while playing a game, it started lagging, although the FPS were still okay. I don't think it has anything to do with the game, because the problem still persists after several restarts and "fixes".
Now the game doesn't even start any more. While loading, the CPU load is at 30 to 50% and there is significant lag, also in Windows. A minute later, I get thrown back to the login screen.
Usually my CPU usage according to the task manager in idle mode is around 0-2%. Now it is around 12%, peaking up to 70% when opening basic programs, switching between them, etc. The CPU also gets quite hot (due to its load), but nothing to be worried too much about.
There are several Windows processes which seem to randomly kick in and boost the CPU usage (I hope I'll translate them correcly):
Probably there are some more, but you get the idea. For each and every one of those I found several forum posts, complaining about high CPU usage. None of them seemed to have them all at once.
To fix it I tried:

The system had been running completely smooth since August, 2017. But it seems not to have anything to do with the hardware.
I did not disable any services yet, since I just don't want to completely disable indexing or Windows Update.
Any suggestions? I would prefer not reinstalling windows.
PS: What I should mention is, that two weeks ago my water cooling AIO system broke down and my CPU heated up to 100° C (212° F). I didn't instantly realize it, so the CPU was a couple of minutes at this temperature, but never shut down on its own. Could it be damaged and thus result in a CPU usage of 14%, while with a correct working CPU this would only be 1.4%? With my new interim fan it ran just fine since then. The Task Manager shows normal numbers of its clock, though (about 3.6 to 4.5 GHz).

■ Get latest updates (was just a small one).
■ chkdsk, sfc /scannow, Windows Update fixer from Microsoft, full anti virus scan (Windows Defender, HijackThis), Memtest + the built-in from Windows.
■ Changed a registry value from 3 to 4 (can't remember which one, I think it had to do with Cortana).
■ Updated GPU driver, Chipset driver, Samsung NVME driver (they weren't that old, though).
