Solution
Thanks for the support guys. I somehow managed to fix it, not sure how. But here is what i did: Applyed new thermal paste to cpu (NOCTUA NT-H1 Pro-grade Thermal Grease) and changed the location of the grafic card. Turn on my pc again expeting no change but it actually worked i have no problem playing games at ultra in 2560x1440 now

I had very similar issues (and currently too) with high-end hardware, clean OS reinstall many times, latest drivers, different versions of some drivers (tried old, new, etc.) and currently I'm in even worse situation...

You can try testing the DPC Latency and Interrupt-To-Process Latency. This causes so many issues and it's more than just pain in the back to identify and "fix" in some way. The best way to test this is to download LatencyMon (The current vesion is 6.51) and to run in for a while, then report back the results.

I currently don't have any potential fixes for all of my problems and headaches, but in most cases it's related to DirectX Graphics Kernel Drivers and System Components / Drivers.

Here is my "novel" / explenation in more detail. (I am not asking for help or advice here, only if someone is interested in reading / looking at it for extra information)

Remove all graphics drivers with DDU. Even on a clean install, Windows 10 is notorious for auto installing incorrect/outdated drivers. It's best to run DDU in safe mode to insure the most thorough removal process.
