Question Sudden Performance Loss after MOBO, CPU, RAM change

I have Asus PRIME A320M-K, Ryzen 5 3350G, RX 560 4gb, and 8gb DDR4 2666mhz.
I had Asus p8h61m, 16gb dd3 , intel i5 3470s with same gpu.

After upgrade ive noticed fps loss in cs2 and some other games. Before upgrade i had 127fps avg an 73fps 1% low, now i got 104 avg and 63 1% low.
Ive checked system configuration.. all cores are in use, no parked.
I need your help. Could it be the RAM or as ive read fTPM?

Did you reinstall the OS after the platform swap? Speaking of platforms, you should list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
We'll be seeing a before and after due to your upgrade path.

If you didn't do a reinstall it's possible the PC is still holding on to many of the outdated drivers. A recommendation would be to back up any data and do a reinstall of Windows and let it try to acclimate to the new hardware environment.

Things may "work" right now, but especially if you went from an intel build to the AMD setup, it would be sort of like trying to swap an engine from a Cheverolet into a Honda. It may work, but how well.....who knows.

Yeah, i'll probably do it, the only thing that keeps pushing me back is that ill need to install apps and games again.... its not a big deal but i have 4.3mb of internet speed so that makes it a big deal.

What do you think about RAM causing trouble, because when i start CS2 and discord it becomes almost fully utuilized like 7.8 or 7.9

You reduced ram size from 2x8GB DDR3 (old system)to 1x8GB DDR4 (new system)?
Is that correct?

Ryzen systems are very sensitive to ram performance.
Single channel ram configuration will definitely impact system performance negatively.

Also your system probably is running out of ram, when gaming with only 8GB installed.

Can you show a screenshot from Task Manager - Performance/Memory section, when under gaming load?

I wonder about that PSU: "2 years old 550W Bronze Plus".

Make and model?

May not be able to keep up with the new power demands (peak or otherwise) and starting to falter and fail.

Especially if the PSU has a history of heavy gaming use.
Inter-Tech SP 550W 85+
CPU has the same tdp as the old one.
I will do fresh install

Yes, i had 16gb ddr3 on old config now 8gb of ddr4 . I think that causes the problem but ill do fresh install of windows and see i mean after i download cs2 (probably 12 hours)
 
As far as having to reinstall games from Steam I like to have my games on a secondary drive. So I have my ssd for my os and 2 secondary ssd drives for storage with a Steam library on each.

When I need to reinstall I just format the OS drive, reload Steam and when it prompts me to install the games, just point them to the folder on the secondary drive. Usually it realizes the files are there and verifies them without needing to download them again.

STATUS UPDATE: I did fresh install of Windows, problem is still there, now im 100% sure this is about RAM or at least i hope because if not i dont know what could cause this
