Suddenly getting low fps on Tomb Raider BenchMark

so a week ago i was getting 90 fps on the bench mark with my r9 390 now i somehow get 47.

Heres the specs-

sapphire r9 390
i5 6600k with stock cooler
corsair cx750
msi z170 gaming pro
GEIL evo potenza ddr4 8g single channel
netgear wifi card
seagate hdd
kingston v300

The driver is crimson 15.12

the temps are-
60C for gpu at max
58C for cpu at max
Edit-these temps are just statistics i got from NZXT cam.

I would check the temps while the benchmark is running, sometimes cards can get hot and throttle back performance.

at what temps do i throttle?
because im pretty sure i was running the same temps and i got 90 fps

at first,i thought it was something wrong with the driver so i installed the older driver
but that didnt work so im asking if you have any idea.
