Suddenly low performance on high end pc :(

Hello,
I have recently purchased a pc with the following specs:
Rtx 2080ti
Ryzen 2700x
16gb 3000mhz ram
I am running on the latest nvidia drivers with Windows 10 1809. Just today I noticed battlefront 2 running at 80 fps (1440p max settings) when yesterday it was running at 140 fps on the same level. This occured in all games. I recently installed amd cpu manager software and the latest nvidia driver. I tried rebooting, enabling/disabling game mode and other standard troubleshooting steps. Might I add that gpu and cpu usage is very low and even lowering in game settings to low makes a minimal increase in fps (1 to 2 frames extra). I am rather puzzled and would appreciate any help

do you have a semi-recent system restore point to allow rolling back the changes which might have robbed you of 40-45% of your frame rates?

(Type 'recovery' in Win10 search area, select 'recovery/control panel' from pull down options; for instance, a restore point from one day earlier shows on mine due to a Windows update...)

(I'd perhaps skip the 'cpu managing software' in case that caused your issue)

To reply to the above, thanks for your suggestions unfortunately they did not seem to fix the problem
