Suitable Routers For Bandwidth Throttling Per User

I have a below situation,

• 
  There are 8 wifi users in our apartment,
  We subscribed ADSL 85GB Monthly Package,
  So I need to allocate 10.5GB per user, so if they are finished their data usage then theirs bandwidth should be throttled.
  Currently I have Aztech router, I know that one does not have these capability.
  I am not familiar with networking and network products.
  Is anyone know the router model to tackle this?

The only image that I know that has the ability to run bandwidth caps is called gargoyle. It is not as popular as many other third party images and does not run on as many routers.
You would have to look though their list of supported routers.
Since you have DSL your will have to run router behind router or find a way to set your current router to bridge mode. Routers with any kind of modem built in do not have third party images because of some issue with open source licensing rules.
