Question Super low download speed out of nowhere

Internet has been fine for months, but has slowly deteriorated the past few days. Now it's just not working, or at least the download speed part of it isn't. The ping and upload speed are normal, but the download is very low. I have powered the modem and router on and off a few times, and have reset the router once but nothing seems to work. Any help would be greatly appreciated!

I usually get 20Mbps now it's below 1Mbps

First thought ... you have an ISP that gives you XXXX bandwidth until you hit some kind of cap and then your connection is slowed down.

If your upload is higher than your download, that is very unusual and tends to indicate something else is going on. How are you testing this? Give us details on what you see.

I'm using Speedtest by Ookla.

At one point about an hour ago, the download speed went back up to 19Mbps but only for about 2 min. If i ever have internet issues, it's usually just a bit slower and doesn't last more that an hour. Never been all day and no internet
