That fits E-ATX dimensions. However, your issue will not be a normal full tower being large enough to accommodate the board, your issue will be in that the i/o shield will be in the wrong placement for ATX cases, it needs a 1U placement.

It's possible a SSI EEB capable full tower will fit the mobo, but you might need to custom drill some new standoff mount holes.

Not going to happen. It has to be made for server board, and it has to support the dimension.

And to get something that isn't proprietary will cost you a good amount of money and it won't be cheap.

Regular cases only support standardized form factors such as mATX, ATX, eATX, etc.
