Suspect My PSU Reduced It's Output

Hi all.

I have a Thermaltake 480W PSU which I bought 6 years ago.

My system is pretty old too, bought it together with the PSU, 6 years ago.

I have Asus P5K mother board, 3 hard drives (one WD Raptor 74GB 10,000RPM), GeForce 8800GT graphics card, Intel Core2 Duo 6600, 4 GB memory OCZ, DVD-RW, 3 fans (besides the PSU fan), Zalman CPU Fan with speed regulator (I had set it to maximum speed).

Lately the system is failed to start (the bios is not started) and I see the following behavior when I press the power button: (scenario 1)
1. The GPU fan is spinning at full speed and does not drop to lower speed
2. The CPU fan is not spinning at all
3. Rest of the fans are spinning
4. No PC speaker sounds
5. Bios does not start

Normal behavior (when the system is running correctly): (scenario 2)
1. The GPU fan is spinning at full speed for 2 secconds, and then drops to lower speed.
2. The CPU fan is spinning
3. Rest of the fans are spinning
4.Bios is started.

I have done the following check - disconnected 2 fans and 2 hard drives from power.
The result is the same as scenario 1.

I have done another check - removed only the graphics card.
The CPU fan started to spin.

I know that the graphics card needs lots of power.
Could the reason might be that the PSU started to generate lower wattage than before?
How can I check that if I have a voltmeter?

I want to postpone buying a new system as long as possible, since my current system suites my needs, and I don't want to spend extra money if it is not necessary.
