EDIT:
Fixed!

Not sure why, disabling shadowplay worked, re-added shadowplay and still works.

No idea why, thankyou all for you help!

Switched from AMD to a new EVGA 2070 Black XC but now all games are locked to 60fps (60-63fps). In game lobbys go well above 60.
Only limited in game. Makes no difference if i use 1080p or 2160p. Low or Ultra settings makes no difference.

I removed amd drivers using DDU in safe mode.
Installed the latest nvidia drivers.
I've checked that i have v-sync off in games and in manage 3d settings.
I have uninstalled and reinstalled the nvidia drivers.
I have evga precision X1 installed but cant see if that limiting the frames.
I have a 60hz monitor (will upgrade when i can) so i assume something is limiting to match that.
My monitor is not gsync. Just in case it was the cause, I disabled gsync with Nvidia profile inspector.
I don't have afterburner or similar installed.
Tried a custom resolution with it set to 40hz to see if the game's FPS would follow but nope, stayed at 61-63fps

Any ideas? I have spent a small fortune to upgrade but now have worst frame rate.

Testing mainy with PUBG

SPECS:

Dont think so, I havent seen that option. Do you know where Id find it?

edit: Maximum pre-rendered frames is set to use the 3d application setting

Ive read that evga precision XOC can but X1 which im using cannot. Ive looked but cant see that setting. I unistalled x1 just in case and tested but no luck
