Its an OEM motherboard so if the pc doesn't start thers clearly a problem with your new case and old mobo:

So let me clear this up, I should dis connect everything from the custom case and connect my old case to see if it starts up? And if this workes I should get a new motherboard that's for pc gaming and I'll probs have to get a new psu and cpu

What you could try is to remove everything connecting the case to the motherboard except the pwrON button. See if that works - if it doesn;t then theres some HP proprietary stuff going on like not booting with case open or something else. Should be able to bypass it but its too specific for me to give an exact solution.
