Question Switching from one PSU cable to another one from another region

Hey, so long story short, i bought a new PSU (TUF Gaming 450B), issue is, the cable is for American plug, while our plugs are European Type C (i'm Chilean)
I got another PSU cable, which matches in both Voltage and Amperage but European Type C plug, however i'm kind of skeptic with it, it worked, it booted, however everywhere i've read said that you shouldn't use a PSU's cable, therefore i've come with two questions
First of all, if they match in Voltage and Amperage, is it safe on the long run? Not only our plugs are different, but also the hz and AC signals for our country differ greatly from the US
Second, i have a universal adapter which does not have the middle leg for the European Type C side, while also being able to be used for US plugs that do have it, i've read that the middle leg is for security and/or for providing more power to the connection, but as mentioned before, the Universal/US plug side has the middle leg connection and the PSU has a middle leg, while on the adaptor's/European Type C side there isn't any
Would like to ask for you guys for second opinions, as your expertise might save my entire system on the long run, also apologies for my bad english
