Symptom of dying gpu?

So out of nowhere I start up my PC and I see on my second monitor that there's a weird green color highlighting my monitor in dark places I dont know how to explain it. Is it dying? Im not sure what to do. Please help!

It's also known as artifacting. Prior to blaming the GPU, might want to check back with us and list your full system's specs and your OS, like so:

Chassis:
OS:

It's also possible that a lack of power to the GPU can cause it to artifact/BSOD/black screen or even the entire system rebooting when under load.
