What reset did you do before? Keep files/settings or wipe it all?
It sounds like best answer would be to start again.
If there is anything on PC you want to save, we can try
ON the login screen, click the power button
while holding down shift key, click restart button
this should restart PC and load you into a blue menu (advanced startup)
choose troubleshoot
choose advanced
choose command prompt
type
notepad and press enter to open Notepad
In notepad, click File> Open will open file explorer. Use this to copy anything off PC you want to keep.
Once that is done, I would suggest a clean install.
