Question System Boot Loops without posting

Hi everyone,

Just bought some components and built a PC. After building it, I get the problem of the system not posting, and boot looping. All the fans will turn on for 10ish seconds, and then the GPU fans turn off, followed by the whole system. The system will then restart and repeat. I have individually removed every component and attempted to, but get the exact same error. What would you guys recommend I do to find a solution?

Secs are:
CPU: I5-13400F
GPU: RTX 4070 Gigabyte Windforce OC
Motherboard: Asus Prime H610-A D4
RAM: 8x2 Corsair Vengence
PSU: EVGA 700GQ
Storage: WD BLUE SN570

Did you make sure that the motherboard is on the latest BIOS version prior to dropping in that processor? Per motherboard's CPU support list, you should be on BIOS version 1620 at the very least to operate that i5-13400F.
