System boots to Gigabyte screen and then shuts down

I would describe my issue as the PSU losing its charge every time I go to turn it on.
Specifically, the computer will turn on for about ~10 - 20 seconds, and sound normal until it gets to the BIOS window. The one that would lets select setup options before loading the OS.

Once on this screen, the fans in my psu begin to spin audibly faster, and only gets as far asking if I would like to repair the Windows startup or start normally.

At this point, it shuts down. If I attempt to start it up again right away, it will die almost immediately, but if I wait a few minutes, I'll get some load time. :/

System Specs:
GIGABYTE GA-990FXA-UD5 AM3+
AMD FX-8320 FX-Series 8-Core Black Edition
Corsair Vengeance 8 GB (2 x 4 GB) DDR3 1600 MHz
OCZ 240GB Solid State Hard Drive
Thermaltake SMART Series SP-750M 750W ATX 12V V2.3
XFX HD Radeon 5850

I attempted to, but the PC gradually runs louder and louder - the fans -, and then shuts off before I get the chance to 🙁
