I would go for option 1 but make a few changes.

CPU- Intel 3770K
CPU Cooler- Noctua NH-D14 or Phanteks PH-TC14PE
Motherboard- Asus P8Z77 V PRO or Gigabyte GA-Z77x-UD5H
Memory- Corsair Vengence 8GB (2x4GB) {Dual channel memory performs better
Hard Drive- WD Caviar Black 1TB or Seagate Barracuda 1TB 64MB
SSD- Crucial M4 128GB
Video Card- Any GTX 660 Ti {from Gigabyte, Asus, Zotac or EVGA}
Case- Corsair 400R or Fractal Design Define R4
