System Compressed Memory is at 99% RAM Usage? How do I get it to not and allocate correctly?

System Compressed Memory is making my RAM go up to 99% when I do anything. I play games, I will load up GTA 5 and (of the understanding I have) System Compressed Memory should minimize itself so that my game has no problem running, but its not. I then quit the game and every application and System Compressed memory alone was bringin it to 99% RAM Usage. I then restarted the whole computer and before anything was opened System Compressed Memory took up 99% RAM Usage. I have 16GB of RAM and this should not be an issue. How do I either turn it off and still have everything working or fix it so it does it job correctly. Thank you, this is very annoying.

Solution
I'm 95% certain that it can't be an issue with the RAM. If you look at the google results on the issue it is attributes to the pagefile system and also to power management. I didn't read much farther than that, you could try changing the power management profile and see if that works. If you do a google search on your issue and power management you will probably find what I am talking about and try the changes they made(it may have been reddit....)
not exactly recommended, but you could turn off pagefile. You may not notice enough of a slowdown opening apps depending on system specs(pagefile would speed up opening apps). With that much ram you shouldn't ever be going over 16GB so not a real problem not having page file on.

I forgot to mention, but I did try it. It worked for awhile, but then I couldn't play games. It would just crash them. After a week or so of having it on, I got the blue screen of death, I believe is what they call it, and I turned pagefiles back on. System Compressed Memory has been working for the past week or so when I turned it on, but now is back to the original problem. Could it be a problem with my actual RAM?
