System errors, problems

Hello! So a month ago and IT guy checked my pc and said I have problems with my sistem like in the bios or something like that not sure, I tried playing GTA V and it kept crashing and I also get texture loss on other games that I can run on high to medium settings and I must run them on lowest settings. Before he checked my PC he said bring your pc to the place you bought it and tell them to re-install windows, and I did so and he said my windows was mirrored and not a clean fresh install. If I install a fresh version of windows 10 will the problems get fixed? I can't contact the IT guy in any way.

Texture loss sounds graphics card related. Could be a dying gpu. Reinstalling windows probably won't help with that (unless maybe drivers). What exactly is your problem? And what parts (ie. i5 6600k, rx 580..) do you have?

I have an i5-6500 2.7GHz, NVIDIA GeForce GTX 750Ti, 8GB DDR3 ram, 1TB HDD, 120GB SSD. The gpu can’t be dying because the pc is just 1 year old and it had those problems when i bought it from that tech store, and every time I bring it to them they do scans and everything they say its fine.

Wait a second i just noticed you say you're using DDR3 RAM with an i5 6500? 6th gen intel cpus do not play well with DDR3, that could be your issue.

Also, minor thing but you say you have an i5 6500 @2.7 ghz, the i5 6500 is clocked at 3.2ghz, you might be referring to the i5 6400 which is clocked at 2.7ghz.

Ok so I did the gpu stress test and it said I have 18 FPS with that furry circle object and without it my fps goes above 1000, and with the ram test thing I put it on my flash drive restarted my pc and nothing happened.

Ok so I checked and here is what I found out, CPU Vcore 1.075V, CPU VCCIO 0.960V, CPU System Agent Voltage 1.060V, DRAM Voltage 1.350V, DRAM Termination 0.675V. That's all I found out if I need to check other tell me or if I have to change something, I have a gigabyte motherboard.

Ok so I did all that, and when I started getting the texture loss nothing was reaching the limit, everything was under the limit, my ram and gpu ram was 2000 megabytes under the installed. I am not sure what to do here?
